After Effects is a compositing software, meaning that it is used for creating complex animation and post production as opposed to doing video editing directly. Usually, one would use Adobe Premier for the purpose of video editing, and when the editing is done the video would be set to After Effects for post production. After Effects can be used in conjunction with Adobe llustrator to create cartoon like animation using vector drawing.
